This article examines the theoretical foundations and practical stages of modern website development, with particular attention to their application in technical college education in Uzbekistan. It aims to establish a coherent relationship between fundamental web concepts, development practices, and the professional competencies required of students preparing for employment in information technology. The article adopts a conceptual and practice-oriented approach to explain client–server architecture, semantic markup, visual presentation, programming logic, data management, accessibility, and information security. Website development is presented as an iterative process encompassing requirements analysis, planning, interface design, implementation, testing, deployment, and maintenance. Particular attention is given to responsive design, usability, performance, and the responsible handling of user information. The proposed educational approach integrates theoretical instruction with progressively structured practical tasks and project-based learning. Assessment is considered in relation to both the functionality of the completed website and the quality of the development process, including documentation, collaboration, and revision. The discussion addresses multilingual content, differences in internet connectivity, and the availability of teaching resources as relevant considerations for the local educational context. The article provides a methodological basis for organizing website development instruction around accessible projects that connect conceptual understanding with practical problem-solving.
