Abstract

The growing demand for digitally skilled graduates has increased the importance of developing web technology competence in higher education. Although Project-Based Learning (PBL) has been widely adopted in computing education, existing studies primarily focus on programming skills or general digital competence, while relatively limited attention has been given to a comprehensive framework for developing web technology competence. This study proposes an integrated pedagogical framework that combines project-based learning, collaborative learning, digital learning environments, continuous assessment, and reflective learning to support the systematic development of students' web technology competence. The framework was developed through an analysis of recent literature on project-based learning, competency-based education, and web technology education. It identifies the essential instructional components and explains their relationships within a unified educational model. The proposed framework provides practical guidance for curriculum designers and university instructors in organizing web technology courses based on authentic projects. Furthermore, it establishes a conceptual foundation for future empirical studies investigating the effectiveness of project-based learning in web technology education.
